The G20 is an intergovernmental forum comprising 19 countries and the European Union. It works to address major issues related to the global economy, such as international financial stability, climate change mitigation, and sustainable development.

At its 2009 summit, the G20 declared itself the primary venue for international economic and financial cooperation. The group’s stature has risen during the subsequent decade, and it is recognized by analysts as exercising considerable global influence; it is also criticized for its limited membership, lack of enforcement powers, and its alleged undermining of existing international institutions. Summits are often met with protests, particularly by anti-globalization groups.

Blokker, “The Group of 20: A Short Legal Anatomy”, Melbourne Journal of International Law. 14: 568: Spain’s peculiar but seemingly secure position within the G20 . . .  appears to have facilitated their greater participation in the G20’s work: Spain is the only outreach participant to have made policy commitments comparable to those of G20 members proper at summits since Seoul. Spain therefore appears to have become a de facto member of the G20.

(Notes Spain’s Foreign Ministry: Spain is not a member of G20, although it has participated in its seven extraordinary summits of the Group and in several ordinary meetings, and is therefore considered a permanent guest member.  Spain is a founding member of the OECD.)
